1. Borrowed quantity: For each ordinary library card, 20 books/pieces of literature in total can be borrowed,
including novels (I) (up to 10 books), audio/video literature (up to 2 sets) and toy (up to 1 toy). For the group
library card, there are three categories based on the borrowing and reading authority, the borrowed quantity
for each time will be 200 books/pieces, 600 books/pieces and 1,000 books/pieces in turn. There is the
requirement for minimum borrowed quantity for each year, and the indexes are 1,000 book-times, 2,000
book-times and 3,000 book times respectively. Out of them, borrowed quantity of novels (I) and the
audio/video literature shall not be more than 20% and 2% of the gross borrowed quantity respectively, and it
cannot borrow the children literature and toys.
2. Borrowing period: 40 days for ordinary books, 10 days for magazines, 10 days for compact discs, 10 days
for toys. The borrowing period of the group library card is 180 days.
3. Returning: The place for returning the toys is the service desk of the children borrowing and reading zone
of Hangzhou Public Library. For the ordinary books and audio/video literature, the Library provides the
following returning channels for the readers:

5. Booking and inter-library borrowing
(1) Booking scope: All of borrowed books are available for booking.
(2) Booking way: Log in the website of Hangzhou Public Library (http://www.hzlib.net) and make operation;
(3) Booking conditions:
Only if when the book is borrowed (including renewed), it can make booking;
If the demanded book is booked by several readers, it will follow the sequence of the booking time.
(4) Invalid conditions for booking: If there is any one of following conditions, and the booking will become
invalid automatically:
The booked book cannot be returned within the required period;
The booked book has been returned, the reader still fails to handle the borrowing and reading procedure
within 7 working days after the reader receiving the notification.

6. Use of the portable play equipments in the music library
When the reader collects for using the free portable play equipments freely provided by the music library to
the reader, it shall handle the use procedure according to relevant regulations:
7. Treatment for overdue borrowing: If the borrowed literature or toy is not returned after the required period
expires, the reader shall pay the overdue fee based on the following standards:
8. Damage compensation and breach liabilities
For the literature material available for free borrowing and reading by the reader, the reader shall pay certain
fee if there is any one of the following conditions:
(1) Fouling and damage of the literature material: While borrowing, if the reader finds out that there is fouling,
damage, missed page for the literature material, the reader shall tell the worker and seal the fouling and
damage stamp for identifying the liability. When the literature is returned, if there is fouling and damage, it
will make compensation based on 30%-50% of the literature price; if the literature has serious fouling and
damage and cannot be available for borrowing again, it will make treatment based on the literature loss.
(2) Literature loss: It shall make compensation with the just same edition. In addition, the reader shall pay
RMB0.5 for the barcode processing and RMB2 for RFID chipset cost; if it cannot compensate with the book of
the just same edition within 30 days, it will treat according to the following rules:
. For lost paper literature in single volume, if the literature was published not more than 10 years ago, it will
make compensation based on the 2-5 times of the price; if the literature was published 10-15 years ago, it
will make compensation based on the 5-8 times of the price; if the literature was published more 15 years
ago, it will make compensation based on the 8-10 times of the price.
. For lost one of several volumes of paper literature, in principle, it shall make compensation based on the
gross of the complete set of literature, and the remaining books are kept in the Library. If each book of
literature in this series of books has separate ISBN and price, it can also make compensation based on the
price of the single book of the literature.
. For the specific compensation regulation, it can refer to the compensation standard of paper literature in
single volume.
. For lost one of the series of publications, it shall make compensation based on the lost one. For the
specific compensation regulation, it can refer to the compensation standard of paper literature in single volume.
. If the lost gross quantity of audio/video literature is less than 4 discs (4 discs included), it shall make
compensation based on 2 times of the price.
. If the lost gross quantity of audio/video literature is more than 4 discs, it shall make compensation based
on 2-5 times of the price of the complete set; if the lost quantity is less than 20% (20% excluded) of the gross
compact disc quantity, the reader can make recording by himself/herself, and shall pay additional RMB0.5 as
the barcode cost.
. If the external packaging case of the audio/video literature is damaged or lost, it will compensate RMB2
for each case; for lost barcode, it will compensate RMB0.5 for each piece; for lost RFID chipset, it will
compensate RMB2 for each chipset.
(3) Toy damage: If the toy cannot be used normally caused by improper use, it shall compensate based on
the original price or the real object of the same brand and the same specification, and it shall pay additional
RMB2.5 as the toy processing fee. For lost toy, it shall make compensation based on these standards. If the
packaging box is damaged or lost, it shall make compensation based on 10% of gross price of the toy.
(4) Damage of earphones, portable CD player and MP4 player: While borrowing, if the reader finds out that
there is damage of the listening equipment, please do not borrow again and tell the worker in time to identify
the liabilities. If there is damage while returning, the reader will undertake the compensation liabilities of
RMB100-500 based on the damage degree. If there is damage caused by improper use, but the equipment
can still be used, it shall make compensation based on 50% of the original price; if the equipment cannot be
used, it shall make compensation based on the original price.
(5) For commenting and underscoring, alteration, fouling and damage of the specially collected literature
caused by the reader, the reader shall make compensation based on the following standards:
For kept edition, literature published in ROC period and precious literature, it will make compensation based
on 2 times of the compensation standards for commenting and underscoring, alteration, fouling and damage
of ordinary literature. For commenting and underscoring, alteration, fouling and damage of ordinary ancient
book and book of reliable edition, it will make treatment according to relevant provisions of the Cultural
Relics Protection Law of the PRC.
(6) Tearing and cutting: For such serious damage of literature in the Library as page cutting, tearing and so
on caused by the reader, it shall make compensation based on the compensation regulations on literature
loss.
(7) Carrying the literature out from the Library without handling borrowing and reading procedure: If reader
hides the literature in the Library in clothes or bag or inside other articles and carries the literature out from
the Library without handling the borrowing and reading procedure, once this behavior is found out, besides
recovering the literature, the reader shall also pay penalty based on 2-5 times of the original price of the
literature.
(8) For the reader who has any one of the above-mentioned violating behaviors and refuses to pay penalty
and compensation fund, the Library will pause the borrowing and reading function of his/her library card, and
upload his/her breach record to the “joint credit system of Hangzhou Municipal Government”.
9. Service regulations for the disabled
(1) Service object
The service objects cover persons with serious and moderate disability, such as persons with eyesight
disability (Grade I blind person and Grade II blind person), persons with limbs and trunk disability (person
with Grade I limbs and trunk disability and person with Grade II limbs and trunk disability), persons with
several disabilities.
(2) Service scope
The service scope covers major five urban districts (Shangcheng District, Xiacheng District, Jianggan
District, Gongshu District and West Lake District) in Hangzhou and Yuhang District and Xiaoshan District are
not covered.
If the applicant is the resident from other regions, the Library can also assist the applicant to contact the
other district/county libraries.
(3) Specific operation flows for different services:
. Registration and card handling
. Handling card by post. The applicant posts the duplicate of his/her own ID card (it shall note if the
applicant still holds the first-generation ID card), duplicate of the certificate of disability and the Application
Form for the Disabled to Handle Card (click and download) to the business office of the Library. After
receiving the letter, the Library will handle the library card for the applicant.
. Handling card by entrustment. The applicant can entrust the other person to handle the library card on behalf of the applicant himself/herself. The trustee shall carry the originals and duplicates of the following
materials (ID card (or citizen card) of the truster, certificate of disability, the power of attorney granted by the
applicant (the applicant himself/herself shall sign or seal) and the ID card of the trustee), go to the reception
desk of the Library, fill in the Application Form for the Disabled to Handle Card and handle the library card.
. Regulations on such matters as loss reporting, reissuing, returning of the library card of the disabled are
same to those of the ordinary library card. It can refer to the section of Library Card and the Reader’s Manual
of Hangzhou Public Library.
. Literature borrowing and reading
Service by post. The disabled reader who has handled the library card can provide such necessary
information as his/her own ID card number, title and author of the demanded book (magazine), accurate
mailing address, contact information and so on to the literature borrowing and reading center of the Library
via such ways as telephone, E-mail, letter and so on, so that we can provide service.
Borrowing and reading on spot. The disabled reader who has handled the library card can in person or
entrust the other to hold the library card to go to the Library and handle the borrowing and reading procedure.
For specific regulations, refer to the Reader’s Manual of Hangzhou Public Library.
. Literature returning
Returning by post. Before the borrowing period of the literature resource expires, the disabled reader can
notify the literature borrowing and reading center of the Library via such ways as telephone, E-mail, letter, so
that we can provide service.
Returning on spot. The disabled reader can in person or entrust the other to go to the Library and handle
the literature returning procedure. For specific regulations, refer to articles 1-5 above or the Reader’s Manual
of Hangzhou Public Library.
About compensation liabilities for literature loss, damage and so on, refer to the service convention or the
Reader’s Manual of Hangzhou Public Library. If the literature is damaged or lost for transport reason, the
applicant will not undertake liability.
(4) Other descriptions
.For the disabled, the Library will provide service for the literature types of books and magazines. The
audio/video literature is not available for service now.
. The disabled reader can enjoy such preferences as free of deposit and preference about overdue fee
and so on.
. The disabled reader applying for service by post shall view the literature damage when receiving the
posted literature.
If there is literature damage, please contact the borrowing and reading center of the Library in time.
. For any matters not covered in the Regulations, it shall comply with relevant regulations for the ordinary
readers, and it can refer to the Reader’s Manual of Hangzhou Public Library.
