Observing the concepts of “Learning knowledge, seeking knowledge, mastering knowledge, sharing the
fun from knowledge; reading, lecturing, listening, enjoying the book fragrance jointly”, Xiacheng District Library advocates the ideas of “quality life, reading as companion”, and provides “equal, free and barrier-free” library
service for different people.
The Library covers a building area of 3,500m2. At 1F, there are literature borrowing and reading center,
children reading room and special collection room; at 2F, there are periodical reading room, electronic reading room, compact disc borrowing room, leisure reading zone, self-study room and lecture hall. Presently, there
are more than 190,000 books entirely open to the readers, more than 200 periodicals and more than 60
newspapers. The residents with household register of Hangzhou can make registration at the Library with the citizen card or the second-generation ID card, and make literature borrowing and reading function available.
The residents without household register of Hangzhou can handle the library card at the Library with ID card,
and it will charge deposit of RMB100 for each library card.
West Lake District Library is located at No.413 Gudun Road, is adjacent to West Wen’er Road in south
and close to Xicheng Square. The Library is a public benefit, comprehensive, modern and open district-level
public library founded with fund allotted by West Lake District People’s Government. The gross building area
of the Library reaches 3,000m2. There are 300,000 books in the Library, it can accommodate readers of more
than 1,000 person-times every day. At 1F, there are library card handling hall and children activity zone. At 2F and 3F, there are book borrowing and reading zone, braille borrowing and reading zone, newspaper and
magazine reading zone, electronic borrowing and reading zone and readers’ self-study zone. At 4F, there are
training classroom, multi-function hall and so on.
As the most important window for the project benefiting the people offered by the government, West Lake District Library has been implementing the concepts of “equal, free and sharing by all of people” in business
practice. With the service means of multiple culture, the Library positively carries out “all for reading activity”
and forges the “15-minute cultural circle”. Besides traditional book borrowing and returning, the Library also
operates 201 “all-in-one card” basic service offices in all of towns/sub-districts, communities and enterprises
in the District, and firstly offers the close service of “your order, our purchasing”, makes vast citizens to enjoy
the results of the project benefiting the people offered by West Lake People’s Government and makes the
Library to become an important part of the life for the community residents.
Gongshu District Library is located at Canal Culture Square in northern urban area of Hangzhou. The
Library covers a building area of 3,000m2, and is a public benefit, comprehensive, modern and open
district-level public library founded with fund allotted by Gongshu District People’s Government. The Library
abides by the tenet of “inheriting culture, generalizing knowledge, transmitting information, sharing resource,
meeting such cultural demands of the people as seeking innovation, seeking knowledge and seeking joy and
so on”, there are such many multi-function halls and rooms as library card handling hall (for books), book
borrowing hall,newspaper and magazine reading room, electronic reading room, readers’ self-study room,
WIFI zone, children reading room, canal literature room, training room, lecture hall and so on. In the Library,
there are more than 300 seats for reading purpose, there are 266 seats in the lecture hall, there are more than
80 computers and 200,000 books. The Library can provide such services as book borrowing and returning,
surfing, periodical reading, canal literature and material enquiry and so on for the readers, and is an important
place for learning, entertainment and receiving education for the residents in the District. The Library holds
reader’s activities all year around, these activities mainly include canal lecture, canal children film review
division,canal painting division, “library at construction site”, “love at library” and so on.
Jianggan District Library is located at 6F, Jianggan District Culture Center, Qingchun Culture Square in
Hangzhou, and covers a building area of 3,500m2. Presently, there are more than 270,000 books, more than 28,000 pieces of audio/video products and more than 600 newspapers and magazines in the Library. In the
Library, there are such function zones as literature borrowing and reading zone, children borrowing and
reading zone, newspaper and magazine reading zone, electronic reading zone, multi-media reading zone,
comprehensive activity zone and so on. All of these zones are free and open to the people all year around.
Jianggan District Library positively undertakes the general branch library building work in this District. The three-level book service network system that takes the District Library as the headquarter library, 8 sub-district (town) libraries as the branch libraries and 141 community (village) libraries as the basic-level service offices
has been formed, it can realize full coverage of the book “borrowing and returning at any library”, and the
residents can enjoy the convenient and fast cultural service nearby.
In recent years, according to the requirements of “building the first-class and modern center district” and “creating the district with strong culture” put forward by Jianggan District, the Library takes Jianggan District
reading festival with the theme of “Qiantang pleasant reading” as the carrier, positively carries out such many
series of brand activities as “Qiantang cultural get-together”, “Qiantang kids”, “Qiantang weekend”, makes
efforts to build the “third culture space” and tries to forge the citizen study for the people in the District.
Tonglu County Library is located at No.608 Baiyunyuan Road, Chengnan Sub-district, Tonglu County
Seat. The surrounding environment is beautiful, traffic is convenient and fast. The Library covers a building
area of 6500m2. The Northern County Seat Branch Library is located at Yingbin Road in the old Tonglu
County Seat, and the building area of the Branch Library is 1,562m2. Presently, at requests of the citizens,
both Libraries are open, and it is greatly convenient for the reading demands of the vast readers in the County
Seat. After the new Library was put into operation in 2004, it also conducted resource integration with Anhui
Tongcheng Middle School Library and it was the pioneer for joint building and sharing between the public
library and the school library in Zhejiang Province.
Presently, there are more than 400,000 books, more than 200,000 digital books, more than 1,200
newspapers and periodicals and more than 120 computers in Tonglu County Library. The equipments for
sharing project have a top ranking out of the county-level libraries in Zhejiang Province. The Library owns 34
employees, who work at nearly ten service departments, such as borrowing division, electronic reading and
network division, children reading division, teaching reference reading division, local literature and special
collection room, multi-function lecture hall, collecting and cataloguing division, office and so on. In the Library,
there are also the readers’ rest zone and small central garden, and it fully presents the “multi-functional,
intelligent, open and gardening” characteristics of the Library.
Chun’an County Library is located at No.54 South Pailing Road, Qiandao Lake Town, covers a building
area of 1,889m2. There are more than 300,000 books in the Library, the Library orders more than 400
newspapers and magazines every year and increases more than 20,000 books every year. In the Library,
there are such divisions as borrowing room, reading room, children room, collecting and cataloguing room,
local literature room, electronic reading room, self-study and so on. Persisting in the service concepts of “
public benefit service, equal service and smile service”, Chun’an County Library takes inheriting culture and
transmitting information as its mission, provides different forms of resources and services and meets such
demands about lifetime education, independent decision-making, cultural development, leisure and
entertainment and so on for individuals and groups.
Jiande City Library is located at the intersection between Guangxing Road and Guoxin Road at Xin’an
River Square. The library has elegant environment, good appearance, advanced facilities and sound functions, and covers a gross building area of 4,000m2. Presently, there are 210,000 books and more than 300 seats for reading purpose in the Library. The Library consists of such service windows as book borrowing room,
newspaper and magazine reading room, electronic reading room, reference reading room, ancient book and local literature room, electronic reader room, children reading room, self-study room, academic lecture hall and
so on.
Jiande City Library is a public library open to any people. It takes literature information as the carrier,
uses network technology as the platform, abides by the library concepts of “free, liberal and barrier-free” and
tries its best to provide service for the citizens.
Fuyang City Library is located at foot of Guanshan Hill with beautiful landscape. Presently, the Library
coves a building area of 3,600m2, and is a public and comprehensive library that integrates such functions as
culture, education, scientific research, leisure and so on. The Library consists of such divisions as the office,
literature borrowing and reading center, reading and information center, circulating division and so on, and
there are such reader service windows as book borrowing room, children reading room, electronic reading
room, newspaper and magazine reading room, reference reading room, Fuchun library, local literature room,
Yu Dafu research data bank, data bank of culture of Kingdom of Wu in the Period of Three Kingdoms and so
on. The Library is open all year around, is open for more than 62 hours every week and can accommodate
readers of more than 200,000 person-times every year. Presently,the Library owns 20 employees within public institution staffing plan and 3 employees outside the public institution staffing plan.
Presently, there are more than 350,000 books in total and more than 820 ancient books in Fuyang City
Library, and more than 700 newspapers and magazines are ordered every year. In 2003, it realized automatic
management for book cataloguing, circulation, book searching and so on. In 2004, the “all-in-one-card” service
project in Hangzhou was operated. At end of 2010, the digital library was operated together with Hangzhou
Public Library. In April 2014, Fuyang City Mobile Library was formally operated. Since 2003, the Library has
been appraised to be the State Grade I Library by the Ministry of Culture successively for three times.
New Lin’an City Library covers a building area of 8,051m2, including 2,000m2 for underground part and 6,051m2 for ground part. In the Library, there are children borrowing and reading room, infant activity room,
borrowing room, newspaper, magazine and reference reading room, electronic reading room, reception desk,
theme literature division and network technology division. Presently, there are 18 employees within public
institution staffing plan and 18 long-term engaged employees outside the public institution staffing plan.
Presently, there are 460,000 books in Lin’an City Library, and more than 900 newspapers and magazines are ordered every year. Literature of social sciences is the key literature in the Library. Specially collected
literature is mainly the cultural and historical literature. Local literature includes the county annals revised in
the 3rd year in Jiaqing Reign in Qing Dynasty and newly revised county annals, records of hills, records of
stones, such pedigrees and genealogy as Pedigree of Family Qian and so on.
In 1999, it realized automatic management for book collecting and cataloguing, circulation, book
searching and so on. In 2004, the “all-in-one-card” project linked to public libraries in Hangzhou was
completed and it realized resource sharing among public libraries in Hangzhou. At end of March 2013, the
Library inforamtization engineering construction was completed, it has realized self-service book borrowing
and returning and entire WIFI coverage. 24h micro-library has also been put into service.
In Yuhang District, public book collection was started by Hangxian County Popular Library in the 10th
year of ROC (1921). Yuhang District New Library is located at Shiji Avenue, Nanyuan Sub-district, covers a
floor area of 8,233m2 and a building area of 10,931m2. The Library consists of the literature borrowing and
reading center, theme literature center, network service center, social service center, administrative office
(logistics). Presently, there are 48 employees.
Yuhang District Library can reach the Grade I standard of the Ministry of Culture, and has been appraised and rated to be “National Grade I Public Library” successively for five times in 1994, 1998, 2003, 2009 and
2013. Presently, there are more than 600,000 books in the Library. More than 1,200 newspapers and
magazines are ordered every year. There are 42,623 E-books, 2,501 kinds of ancient books (total in 10,776
books) of traditional thread binding, including 1,001 books of reliable edition. 10 kinds of ancient books (total in
243 books) have been incorporated into the national ancient book and book of reliable edition. Out of them,
there are Four Imperial Collections compiled in Qianlong Reign in Qing Dynasty, Yuhang County Annals
compiled in Guangxu Reign in Qing Dynasty, more than 500 kinds of local historical records as Records of
Linping Town, Wuche Yunrui and so on. Yuanjian Leihan of block-printed edition by the imperial household
office in Kangxi Reign in Qing Dynasty has been selected and incorporated into the Directory of National
Precious and Ancient Books. Meanwhile, 19 town (sub-district) branch libraries, 30 “all-in-one-card” basic-level
service offices and 41 collective circulating points have been established presently and farmers’ libraries cover
the whole District, it executes “borrowing and returning” at any public library in Hangzhou.
Yuhang District Library closely centers on the library operating concepts of “knowledge exchange center, spiritual home for readers, multiple-culture window and vast information space”, abides by the service tenet of “open to entire society, equal service and human orientation”, makes best use of the facilities and equipments of the Library, adapts to the public reading life, attracts the readers to go to the library and meets the spiritual
and cultural demands of different levels of people in the society in maximum degree.
Xiaoshan District New Library is located at Xiaoshan District Culture Center, is the principal building of
the culture center. The Library is open to all of people in the society. For all of library resources, it offers
reading without library card and free borrowing and reading. The Library covers a building area of
26,909.73m2. Presently, there are more than 2,610,000 paper books and more than 120,000 E-books. The
Library consists of four business divisions, namely the literature service center, network service center, local
literature center and academic society service center. Presently, there are 29 employees within the public
institution staffing plan and 81 employees outside the public institution staffing plan.
Presently, the New Library located at No.958 Middle Shixin Road and the Original Library located at
No.83 Culture Road provide continuous, external and open service for 12 hours every day. In addition, 588
sub-branch and bralibrariesnch (farmers’ libraries) have been built up and operated in the District, and each of
them can provide external and open service for not less than 30 hours every week.
To provide cultural enjoyment of higher quality for the readers in the Library, besides providing the
traditional and basic service items, Xiaoshan District Library also positively innovates the service ways, carries out different forms of cultural activities. A fine book reading guide activity is presented every two months, and
the Library makes efforts to forge the golden name card of “Xianghu Lecture Hall”.
Xiaoshan District Library has been granted with such many honorable titles as Xiaoshan City civilized
unit, advanced collective of cultural work in Zhejiang Province, civilized library in Zhejiang Province, civilized library in Hangzhou City, advanced collective for cultural building of “service for farmers and service for basic level” in China, and has also been appraised to be the pilot public and electronic reading room of national
cultural information resource sharing project. In 2005, the Library was appraised to be the National Grade I
Library, and passed re-appraisal successfully in 2013. These honors recognize our dedication and efforts, and also urge on us to try to forge the Library to a “large citizen study” that has advanced facilities, high-quality
service and makes the public satisfactory with “low-threshold and high-quality service” and “low-posture and
high-efficiency operation”.
