Octavian GogaCluj County Library is one of the biggest public library in Romania that has a new building perfectly adapted to the needs of its users. With the beginnings in the 19th century, the library plays a distinct role in the cultural life of Cluj city, due to its dynamic and proactive attitude and to its openness to new challenges.

Currently the library has a main building and four branches placed in all the large neighborhoods of the town, offering modern services and facilities, updated to the present needs for information, reading and leisure activities: over 600,000 documents: books, periodicals, audio-visual documents, electronic and other types of documents; an electronic catalogue which reflects about 90% of the lending stock (through an integrated library software); the first service of virtual reading in the Romanian public libraries; free Internet access to public users; workstations and self-service stations for the users; reading seats; free access to lending collections; five years validity for entrance cards; external library services for persons with disabilities, volunteering activities. The library uses an RFID based system for collection management.

Through all its departments, the library offers a variety of educational, cultural and spare time activities, dedicated to different age groups: children, teenagers, adults and directly dependent on the community’s needs. In 2017, the library organised 160 cultural programs and events, 58 reading promotion programs, 1,105 themed projects and programs, 664 creativity workshops, 200 holiday activities, 88 exhibits and 133 group visits. 

The library offers a wide variety of activities:

- for children aged 0 to 14: meetings with writers, reading programs, permanent educational programs (on different themes: literature, local history, ecology, geography, financial education), creative workshops (origami, quilling), technological and programming activities, philosophy club, contests (reading, drawing), holiday programs

- for teenagers and young adults aged 14 to 25: thematic programs (on local traditions, arts, good manners in society, behavior in emergency situations, personal development, communication), creative workshops, areading contest and other competitions, help with homework, volunteer opportunities. Cluj County Library was the first public library in Romania to have a Teenagers’ Department  inaugurated in 2013. 

- for adults and seniors (25+): computer courses, foreign language courses, a reading club, a DIY club, parenting workshops for young parents, book launches, art exhibits.

The library benefits from the support and cooperation of other cultural public institutions, of the educational sector, non-profit and business environment. Among the library's constant partners are: Writers’ Union - Cluj Branch, Faculty of Letters -"Babeş-Bolyai" University of Cluj-Napoca, National History Museum of Transylvania, Police Inspectorate of the City of Cluj-Napoca, Art Museum, Ethnographic Museum of Transylvania, School of Arts and Cluj County Center for Promotion and Valorization of Traditional Culture. Other non-institutional partners are: Learn & Vision Association, Art Image Association, Association of Employers and Tradesmen Cluj-Napoca, Pro Vobis Volunteer Resources National Center, Civitas Foundation for Civil Society, PATRIR - Peace action, training and research institute of Romania.

The library is also present at the cultural events organised in the city. In its activity, the library often cooperates with specialists from various areas of expertise.

The library personnel has a vast experience in implementing European Projects, since 1996: PLDP (Public Libraries Development Project), PubliCA - Public Libraries Concerted Action, PULMAN - Public Libraries Mobilising Advanced Networks, LIBECON 2000 - A research study into international library economics, CALIMERA - Cultural Applications: Local Institutions Mediating Electronic Resource Access, LIBER-IMMS: Public Library RFID based system for interactive Internet & Mobile Messaging Services, ENTITLE - Europe’s New libraries Together In Transversal Learning Environments, EDLocal - Making local and regional content accessible through the European Digital Library, Europeana Awareness,   The Initiative Shelf - Developing volunteering programs in libraries, The third space of active citizenship, Cultural Agora@Your Library.

Other successful projects, with international financial support, include: “I want you to read for me!” - an intergenerational reading program, Excellence Center for Services offered to Teenagers and Young Adults aged 14 to 25, "How can you find a … job?", financed by International Research &Exchange  Board (IREX), The Mobile Library Service in Cluj County, Family Literacy Works!.

The library is also present in the online environment, offering information to the public on its website and in the social media.
