St Clement of Ohrid National and University Library – Skopje (NUL - Skopje), carries out its activities in accordance with the latest Library Activities Act (Official Gazette 66/2004) and the Cultural Heritage Act (2005), adopted by the Parliament of the Republic of North Macedonia. The NUL - Skopje represents a general scientific institution and central library headquarters of the Republic of North Macedonia. It also functions as the university library of Ss Cyril and Methodius University of Skopje, a bibliographical and referral centre, the national ISSN Centre, the national ISBN Agency and the National INIS (International Nuclear Information System) Cente. In addition, the Centre for international landing of library materials, the Centre for Restoration and Preservation of documentary heritage and the National Centre for development and maintenance of the national library information system function within this Library. The National and University Library - Skopje has the richest and largest general stock of scholarly and scientific works in the country with about 3, 500,000 items. The general stock and special collections contain all types of library materials in printed, handwritten, audio and video form and electronic media. The special collections include old Slavonic manuscripts, old printed and rare books and periodicals, oriental manuscripts, cartographic materials, prints and drawings, sound records and music scores as well as archive copies of North Macedonian publishing production.

The library headquarters function of the NUL is carried out through the Library Headquarters and Librarianship Development Department. It studies and analyzes the situation of the library network, carries out the instructional and methodological training of library staff and sets out the regulations and norms for the work of all the libraries in North Macedonia.

Computer technology was used for the first time at NUL in 1977. An online catalogue was developed in 1989. From 1991 to 1995 the NUL built its local bibliographical database. Later on, COBISS.MK (Co-operative Online Bibliographic Information system and services.MK) has been established as part of COBISS.Net, which enables shared cataloguing among member libraries, that is, free exchange of bibliographic records, created in the autonomous library information systems of the countries using COBISS system. In North Macedonia 42 libraries (public, special and academic) have joined the system until now.

COBISS.MK represents the commencement of the Virtual Library of Macedonia Project (VBMK). At the same time, it is the basis for building complete library and information system that will hold information on library holdings in North Macedonia, the host being situated at NUL.

The activities on digitization of some selected materials held at North Macedonian National and University Library started in 2010 when premises, equipment and other necessary conditions were provided.

The North Macedonian National and University Library works on intensification of international cooperation initiatives, promotion of cultural heritage and science in the Republic North Macedonia as well as wider in Europe and in the world. It is an active participant in international organizations and associations among which are IFLA, CENL, LIBER, EBLIDA, IAML, ISSN, ISBN, ISMN. Besides, it has developed prolific relations with other national libraries in Europe and throughout the world and organizes exchange of experts and various promotional events.  Also, it participates in many international projects and professional conferences.
