The Hebei Library was formerly known as the Zhili Library of Baoding Lianchi. Founded in 1908, it is one of the earliest public libraries in the northern China. Experienced ups and downs, the library was reopened in Shijiazhuang in 1987 with the relocation of the provincial capital.  In 2005, the renovation and expansion project was implemented on the original site. In 2011, the new library building was opened.

The building area of new library is over 50,000 ㎡, the collection of books is over 3.2 million volumes, digital resources is 77TB. It has more than 30 service windows and 3,500 reading positions. Adopted the trinity open mode of the collecting, circulating and reading. Achieved the full coverage of the wireless network in the library area and introduced RFID technology to achieve self-help borrowing. The library website and the block self-service libraries provide 24-hour uninterrupted service. There is a children's service area to guide juveniles to read，we also set up elderly reading area to enrich the elderly readers’ cultural life and an accessibility service center to care for disabled readers. Planned Yanzhao Red Memory Hall to carry out patriotism education activities, founded the Beijing-Tianjin-Hebei Collaborative Development theme pavilion to serve the central work of the party committee and government.

The Hebei library has always been committed to promoting the socialist core values, and adhere to work for the public and the central work of the party committee and government. Using new technologies with "Internet +" as the core to innovate service model and improve service level. Discovering, applying and disseminating the cultural value of local literature, and make it play an important role in the process of building systems of public culture service and inherit excellent traditional culture and cultivation society's cultural approval. Created the brand services to promote Reading for All the People, such as the Yanzhao Youth Reading Series activities, the Dream of Golden Wings, the Lecture Room of Hebei Library, the Exhibition of Hebei Library, the Culture Salon, meanwhile, the social influence of the library continues to increase. In the last year, it held more than 600 reader activities, books and magazines were borrowed 1.3 million times, it received 2.7 million readers last year and nearly 30,000 readers on the highest day.

Hebei library has been rated as provincial civilized unit by the provincial party committee and the provincial government many times. The library has been classified as National First Class Library by the the Ministry of Culture and Won the Advanced Collective of the National Cultural Work System, National Excellent Science Base, National Advanced Unit for Ancient Books Protection, National Excellent Organization Unit for the Promotion Activity of Ancient Books Protection Achievements, National Excellent Unit of Reading Promotion for the Blind and other honors. The self-developed Sing with Me Online system and the Yanzhao Youth Reading series activities have won the Galaxy Award of the Ministry of Culture. According to the investigation on the readers’ satisfaction of our library by the third party, the overall satisfaction reached 97.48%.

As an important part of provincial public cultural service system, Hebei Library will remain true to our original aspiration and keep our mission firmly in mind, constantly create the innovative situation and write new glory.
