Hangzhou has established sister city relations with Kazan, the capital and largest city of the Republic of Tatarstan, Russia since 2003 while Hangzhou Public Library and Kazan Public Library became sister library in April 2018.
Kazan Public Library establishes a network system of a Central Library, a Central Children's Library and 47 branches which include 16 specialized children's libraries, 8 libraries with children's departments, and 9 rural libraries.
On 9th June, the opening ceremony of “Image of the West Lake: Exhibition of Books Donated by Hangzhou Public Library” was successfully held at Kazan Public Library. 50 finely selected Chinese books and Chinese-English bilingual books exhibited were all donated by Hangzhou Public Library, covering Chinese history, geography, literature, calligraphy, painting, art, tourism, and culture & customs of Hangzhou.
